::'Govt Will Follow Procedure In Lottery Operation

PANAJI: Chief minister Digambar Kamat on Wednesday assured the house that his government would follow all procedures in the operation of Goa online lottery by a private agency. He also stated that the government has decided to form a committee to monitor affairs on a day-to-day basis to pre-empt any litigation and problems.

Kamat's assurance came in the wake of apprehensions raised by the opposition regarding `irregularities' in the award of the lottery tender to the private agency and also regarding the actual running of the lottery.

The issue of the online lottery in Goa was raised by Canacona BJP MLA Vijay Pai Khot during question hour. Among other things, Khot demanded to know the revenue that the lottery would give to the government of Goa. He also pointed out that the notification was issued days after the online lottery went operational.

Joining him, the opposition leader Manohar Parrikar pointed out that there was no "variable clause" in the expression of interest of the lottery project and also demanded the rules of the lottery act be followed word to word. In response, the chief minister said that the government will get a fixed revenue of Rs 12 crore per annum and if the sum exceeds Rs 1,000 crore, then additional revenue of 0.25%.

Kamat also said that the expression of interest was challenged in the high court, but the high court dismissed the petition. Kamat also said that the online lottery scheme was overseen by a 5-member expert committee comprising the finance secretary, joint secretary (budget) and director (lotteries) among others.

But Parrikar raised several other doubts. He said the central government guidelines for the online lottery project stipulate that the organizing state have a central server directly under its control and that there must be a "PLA" account. Parrikar demanded to know whether the chief minister would appoint a responsible officer to ensure all these guidelines were adhered to. "Either follow the procedure or don't go for online lottery. What is the point in earning one crore rupees and then spending 10 crore in litigation?" Parrikar asked. Responding to this, the chief minister said, "We'll look into the matter."

Kamat assured that the central government is also monitoring the project and that the state government would follow all procedures.
